1.2企业发展沿革提纲
经国务院国防工业办公室和国家计划委员会的批准,重庆齿轮箱有限责任公司于1966年9月27日组建,厂名“国营永进机械厂”,代号即第二厂名 “国营第468厂”;1982年更名为“四川齿轮箱厂”;1997年10月8日改制组建为“重庆齿轮箱有限责任公司”。
重齿公司位于重庆江津区境内,距重庆主城区50公里,是三线军工企业,建厂时是我国当时仅有的一家为国防舰船生产制造齿轮箱的配套企业,当时,企业主要靠科研试制费进行生产经营科研活动。
20世纪80年代初期,国家的经济政策发生了较大变化,国防建设投资方向也发生了大的变化。军品任务骤减,企业生存面临严重危机。但是公司始终坚持技术进步,不断开发新产品、不断开拓新市场、深化企业改革、加强企业管理,终于使企业从艰难的困境中走了过来,企业步入良性发展的轨道,连续5年跻身重庆市工业企业五十强。
从2000年到2007年每年以超过35%的速度增长,产值从1亿元增长到15亿元,企业步入高速发展的快车道。2003年重齿公司被列为国家大型企业,是重庆船舶工业公司唯一一家进入大型企业行列的企业。
二、企业的高新技术特征与优势
2.1高新技术企业的认定情况
80年代初,重齿公司引进国外先进的联轴节、船用齿轮箱设计和制造技术,在消化、吸收引进技术的基础上,综合自己的齿轮及传动装置研究技术,运用现代设计分析技术不断开发新技术,形成自己独特的设计制造技术。二次成功开发建材、冶金、风电、航运、石化、铁道等民品用齿轮箱。在高精度硬齿面齿轮设计制造技术、高低速重载齿轮传动装置设计制造技术等方面保持国内领先,并达到与欧美发达国家同等水平,具备了参与国际竞争的能力。1996年,公司自主研发了三个系列产品“JS系列减速机”、“GW系列船用齿轮箱”、“柴油机用扭振减振器”,通过了重庆市科学技术委员会的评审,被评为重庆市“高新技术产品”,2001年公司被评为重庆市“高新技术企业”。
2001年公司技术中心被评为重庆市技术中心, 2006年公司一举进入了“国家认定企业技术中心”行列。公司不断进行新产品开发,近几年保持了每年研发新产品100余项的水平。公司多个产品列入国家火炬计划、国家重点新产品计划、重庆市重点新产品计划,2004年被国家科技部授予“国家火炬计划重点高新技术企业”称号,目前公司已通过了国家科技部高科技产业开发中心的复审,再次成为国家火炬计划重点高新技术企业。
2.2 现有主导产品的技术含量、水平、市场占有率、占企业总收入的比重
公司产品领域重点分布在船用齿轮箱市场、建材市场、风电市场、冶金市场。多年来,为国防事业做出了贡献,为国家重点建设工程西昌卫星发射行走架、风电、三峡工程升船机、宝钢2050热连轧、武钢、本钢等重点改造工程提供了大批高精度的齿轮箱、联轴节、减振器、偏航器、变浆器等传动装置。(其中为本钢生产的轧机齿轮箱单台重量达到180吨,当时属国内第一,世界第二。在建材、冶金、船用箱、风电等方面保持着国内领军地位。
2.2.1船舶配套业
公司在引进GW系列船用齿轮箱的基础上,不断进行自主创新,先后开发了一系列的齿轮箱,并以公司高大精特的特点为重心,重点开发了大型船用齿轮箱。2005年以来,公司开发的GWC6675船用减速机通过重庆市经委的鉴定,结论是该减速机达到了国际同类减速机的选进水平,可替代进口产品;同时GWC6675列入国家重点产品计划;公司研制生产的首台装备2万吨级轮船的GWC7085船用齿轮箱通过了中国船级社的鉴定验收,这也是迄今为止国内生产的最大功率的船用齿轮箱;公司为军民两用制造的GWR8095,是目前国际同类产品中最大规格的船用齿轮箱。船用齿轮箱在公司每年的收入中约占10-15%。
2.2.2建材行业
1985年,重齿公司利用引进技术自主创新设计制造的JS1100中心传动磨机减速机开创了国内首台中心传动磨机减速机国产化的历史。到2007年,JS系列减速机已形成从JS90-JS160共八种型号,传递功率从800kW-4500 kW的系列化产品,累计销售超600台。在此基础上,公司又开发设计了JD-JDX系列单边传动、MDH系列单边双传动、边缘传动磨机速机、JLX-VBP系列立式磨机减速机、JE-JH系列窑用减速机等五大系列的建材齿轮箱。主持制定了建材行业五大标准。经过公司的努力,现在公司的建材齿轮箱全面覆盖了水泥行业中心磨、边缘磨、立式磨、窑用等机械所用齿轮箱,满足了水泥行业日产5000吨到日产万吨各种生产线用齿轮箱的要求。MDH28单边双传动减速机是世界上最大的单边传动减速机,JS160中心传动水泥磨机减速机是目前国内最大的同轴分流式磨机减速机,JST130三级双分流中心传动磨减速机填补了国内空白,并出口创汇;JLP400减速机是国内首台传递功率超过4000 kW立式磨机减速机,填补了国内大功率立式磨机减速机的空白。建材齿轮箱近几年在公司年收入中约占25-35%。2006重齿牌减速机被评为“国家名牌”产品。
2.2.3风电齿轮行业
公司自90年代开始进行风力发电齿轮箱的研制工作,1996年FL600进入国家“乘风计划”项目,1999年又列入国家火炬计划,在FL600齿轮箱的生产研制中,公司不断创新,以满足市场的需求。到现在已成功研制了250 千瓦、600千瓦、800千瓦、1.5兆瓦、2兆瓦一系列风力发电增速齿轮箱,保持了在国内风电市场的主导地位。其中FL600、FL800和FL1500、FL2000已形成批量化生产,兆瓦级风电齿轮箱的研制成功,结束了大功率风力增速齿轮箱长期依赖进口的局面,并向国际市场渗透。风电齿轮箱在公司每年的收入中约占20-30%。
2.2.4冶金行业
本钢1700mm热连轧改造工程是目前国内冶金最大的在线热连轧机改造工程之一:齿轮、减速机总吨位506吨、单台减速机最大重量达180吨。该项目减速机的齿轮全部采用硬齿面渗碳淬火工艺,齿轮最大模数30,最大齿轮直径为3750mm,最大齿宽800×2mm,过去此类产品完全依靠进口,是目前国内制造的最大规格的高精度、硬齿面齿轮箱,具有国际先进水平。标志着公司在大型齿轮箱的加工制造方面达到了国际先进水平。公司后续的宝钢1800冷轧机组减速机、宝钢宽厚板项目减速机项目、南山铝1+4热轧项目国产化等项目的加工制造,标志着公司与国际大集团公司的合作又上了一个台阶,进一步加强了我公司在冶金行业的品牌地位和优势地位。
多年来,公司不断开发新产品的同时,对JS系列减速机、GW系列船用齿轮箱、D系列柴油机用扭振减振器、FL风力发电齿轮箱进行了系列化优化设计,以适应新的市场需求,市场前景广阔,市场占有率高。公司舰船后传动装置市场占有率为85%以上,其余主要为进口;大型民船用齿轮箱市场占有率保持在65%以上;国内冶金市场占有率接近50%,建材行业市场占有率超过50%,国内风电增速箱市场占有率超过60%。公司主导产品占公司总收入超过80%。
2.3高新技术产品收入及技术性收入的比重
公司技术中心具有较强的设计开发能力,先后承担了多项国家级齿轮箱传动装置的科研项目及国家“863计划”,年自主开发新产品超过100项。公司生产的GW系列船用齿轮箱、JS系列减速机、重齿永进D型系列柴油机用扭振减振器、FL风力发电增速箱等被认定为重庆市高新技术产品。2006年高新技术产品的销售收入占总收入的比例达到了60%。由于公司这几年的快速发展,产品供不应求,为了尽可能的满足市场需求,公司的技术部门投入了大量的人力,参与产品的售前、售后服务。但仍然不能满足市场对技术的需求, 07年对外技术服务收入仅500多万元。
2.4现有产品在行业中的竞争地位与优势
公司擅长于重载、高精度、中大型硬齿面齿轮传动装置的设计制造,在中国齿轮行业的技术创新和市场开发中,一直发挥着领头羊的作用,已成为国内最大的硬齿面齿轮研制基地,具备了很强的国际竞争能力。并且肩负中国齿轮协会副理事长单位的重任,牵头负责中国齿轮行业的技术研究、推广和应用,负责国内外齿轮技术发展动态的跟踪。
在国家统计局发布的《2005中国大型工业企业》中,我公司名列“齿轮、传动和驱动部件制造”行业第2位。
在国家统计局发布的《2006中国大型工业企业》中,我公司名列“齿轮、传动和驱动部件制造”行业第1位。
2006年,经国家统计局社会和科技统计司数据监测综合评价,公司荣获全国轴承、齿轮、传动和驱动部件制造业“自主创新能力十强”第一名。
三、企业整体研究开发和技术创新能力
3.1现有研究开发机构与管理机制
技术中心是公司的主要研发机构, 2008年公司对整个技术体系进行整合,将各子公司的技术业务统一规划纳入技术中心管理之中,专家委员会、标准化委员会、知识产权办公室为技术中心的管理公共平台,各专业研究所为技术中心的研发平台。
经过8年的建设,技术中心已形成较为完善的技术研发、工艺制造及质量保证、技术服务和技术管理等技术创新体系,建立了七个专业研究所(重载、军品、风电、建材、联轴节、变桨偏航、数字化齿轮箱等研究所);工艺和测试部份分为四个专业研究所(机加工、热处理、焊接、装配)和一个理化测试中心,分别负责新工艺的开发、产品的质量过程控制和测试;信息管理中心负责企业信息化管理。行政管理所负责对各专业研究所的项目进行管理和考核,技术管理所负责公司技术基础管理及知识产权工作。

企业法人:姜海峰,男,58岁, 1969年9月参加工作,1977年2月入党,本科学历,现任重庆船舶工业公司副总经理、重庆齿轮箱有限责任公司董事长、总经理、党委委员。研究员级高级工程师。
公司有研究开发带头人16人,其中督导9人,带头人平均年龄42岁;专业涉及面广,函盖设计、工艺、热处理、焊接等专业,为公司科技创新奠定了人才基础。

公司现有职工2000余人,其中博士生1人,硕士研究生35人,专业技术人员734人;研究员级高级工程师9人,高级工程师29人,享受国务院特殊津贴4人,国防科技工业“511人才工程”人选4人,有突出贡献的中青年专家1人。

公司技术研发主体在重庆主城区,负责新产品、新技术研究、产品设计。工艺技术研究和设计、现场技术质量问题处理等在公司本部。
硬件设施建设:
公司拥有试制、生产设备1259台(套),其中主要设备737台(套),拥有不同型号的、功能齐全的大型高精度硬齿面齿轮的冷热加工、检测、试验设备87台(套),并不断添置新的仪器设备,以提高试制、测试能力。技术开发仪器设备原值13178万元。
软件平台建设:
2006年公司建立了知识产权专利信息平台和标准检索平台,目前公司投资700万余元,正在建设齿轮箱数字化样机研制平台,第一期高端CAD平台已投入使用,第二期CAE平台正在建设中,争取年内实现整个研制平台的顺利运行。

通过项目的合作,提升了公司科技创新能力,解决了一些长期以来困扰企业的难题,如CAE的分析能力,确定出一些系列产品在分析中边界条件和分析流程,同时也学习和吸收了一些先进的技术管理经验。

在产品的研发过程中,技术中心注重知识产权的保护,累计申请专利58件,获得国家授权专利44件,申请商标2件。另有14项已被受理,其中5项是发明专利,正处在公示阶段,范围涉及风力发电、城市轻轨、高速船舶、石油钻探、建材机械、橡塑等行业。
3.6近两年重点培育项目及在研项目情况
1)单轨跨座式轻轨可挠型道岔的研制
跨座式单轨车交通方式建设费用比国内现有的城市地铁建设费用低,其道岔技术在我国是一项技术空白,而道岔在跨座式单轨车交通线中起着非常重要的作用,在轨道线路的投资中占有很大比例。随着城市规模的扩大和交通发展的需要,迫切需要国内具有这方面的设计和制造能力。
目前公司生产的单轨跨座式轻轨关节型道岔已投入运行,运转正常。试验可挠型道岔试制项目已完成联调测试,并已通过重庆市轨道公司的验收,为公司在重庆乃至国内国际轻轨道岔项目竞争上取得资质。
2)风力发电增速箱关键技术的研究
目前国外风电技术发展迅猛,为降低单位建设投资,已有国家研制出5兆瓦风电机组,甚至已有国家在进行10兆瓦风电机组的研发。我公司已批量化生产1.5兆瓦风力发电增速箱,2兆瓦风力发电增速箱完成样机研制,并开始小批量生产。2.5兆瓦风力发电增速箱已完成方案设计,计划年底完成样机研制,3兆瓦半直驱风力发电齿轮箱已基本完成方案设计。
3)5000kW级立磨减速机的研发
立磨作为节能降耗的现代先进技术,是我国重点发展的方向。为提高我国水泥装备产品水平,加大新装备的研制开发力度,靠新出强,逐步扩大市场份额,继用于日产5000吨水泥生产线4000kW的JLP400、JLT400立磨减速机成功研制并取得年订单超亿元后,技术中心将再接再厉,研发5000kW级立磨减速机,逐步形成用于日产5000吨以上至10000吨水泥生产线的立磨减速机系列。目前完成5300kW立磨减速机设计。
4)三级中心传动减速机的研发
两级中心传动磨机减速机JS系列是公司的重点产品,自开发成功以来一直得到用户的好评。但由于传动级数为两级,限制了整个减速机的传动比,使得用户在选择电机时,不得不选择极数在八极以上的电机而造成采购成本的增加。为了延续中心传动磨机减速机的生命周期,也为了降低用户的成本,同时适应市场大功率减速机的发展趋势,公司已进行三级中心传动减速机的研发。
5)三峡升船机特大模数渗碳淬火齿轮加工工艺研究
《三峡升船机特大模数渗碳淬火齿轮加工工艺研究》课题是三峡升船机项目中的重要组成部分,根据项目任务要求,公司成立了《三峡升船机特大模数渗碳淬火齿轮加工工艺方案》;《三峡升船机特大模数渗碳淬火齿轮加工的保障条件》;《三峡升船机特大模数渗碳淬火齿轮指形铣刀设计方案》三个子课题组,从2005年5月份开始,投入了大量时间和精力,经过近2年多的时间,完成了《三峡升船机特大模数渗碳淬火齿轮加工工艺研究》课题,编写了数万字的《三峡升船机特大模数渗碳淬火齿轮加工工艺方案》论证报告,并于2007年通过了国家三建司、三峡集团、长江委等单位组成的三峡升船机专家验收组的验收,受到了专家组的高度评价。
6)行星截割齿轮箱
在我国的煤矿采掘中,大型化是必然趋势,而我国的大型采煤挖掘机,尤其是其中的主要部件行星截割齿轮箱,一直依赖进口,2006年,我公司与煤炭科学研究总院太原分院合作开发截割齿轮箱。由煤研院从美国引进大型采煤挖掘机设计图纸,这台大型采煤挖掘机按要求年采煤量为100万吨,设计使用该设备可以达到每分钟采煤20吨。我公司对行星截割齿轮箱的制造进行工艺研究和加工制造,而行星截割齿轮箱是我国首台对国外的图纸加以改进的煤矿采煤掘进机用齿轮减速箱,该行星截割齿轮箱设计质量高、在国内处于领先水平、体积小、结构复杂、加工难度大、整机产品精度要求高。行星截割齿轮箱研制成功,将促进采煤行业从人工采煤向机械自动化采煤发展,开创我国制造大型挖掘机的新局面,成为公司的又一经济增长点。
7)齿轮箱降低噪声技术研究

公司可以根据用户需要,设计制造不同速比、传递不同扭矩、不同安装型式的高速重载和低速重载齿轮传动装置,以及不同传扭能力的联轴节、减振器。能制造直径φ50-4000,模数1.5-40mm,DIN-3级精度,齿面硬度HR58-62渐开线齿轮以及中低硬度齿轮。

1997年7月8日公司正式获得中国船级社质量认证公司颁发的GB/T19001-IS09001质量体系认证证书。2003年9月通过中国新时代质量体系认证中心质量/环境/职业健康安全三大管理体系认证。

⑵船用传动装置领域
按照英国克拉克松研究公司对世界造船总量的统计数据,以载重吨位计,我国造船完工量占世界市场份额近20%,连续12年稳居世界第三,现在韩国、日本的差距大幅缩小;新承接船舶订单占世界市场份额30%,位居世界第二;手持船舶订单占世界市场份额24%。未来10年,随着经济全球化和国际贸易的快速发展,世界船舶更新速度加快,各国海洋资源开发等,世界造船市场将保持较大而稳定的需求。据预测,2010年以前全球每年造船需求可保持在7000万载重吨左右。我国经济持续快速发展,对外物流中90%以上依靠船舶运输。

预计“十一五”期间我国钢材消费量年均增长率将在10-12%之间,从中长期来看,未来我国应该具备5-6亿吨粗钢产能方可以基本满足国内钢铁市场的供求平衡。因此,未来几年受一些因素的影响,我国钢材需求还将保持较高水平。
冶金机械传动装置是重齿公司的基础业务之一,其市场定位在轧机主传动装置的专业设计制造,围绕大型钢铁企业如宝钢、首钢、鞍钢等,以热轧机械传动装置为主,开发冷轧项目的齿轮传动装置,积极寻求与设计院的合作。在出口业务中,探索发展冶金成套设备的销售,积极发展冶金产品备件市场。
⑸火(水)电机械传动装置
当前火电行业的迅猛发展受国家宏观调控政策和电力市场竞争因素的影响,必将进行大调整。但无论怎样调整,占全国电力市场70%的火电行业有相当的发展优势。首先,当新增电力的发展速度要与中国经济持续、稳定的发展速度保持一致,势必带来火电行业的同步发展。其次,国家的能源结构在相当长的时间段内还将主要依靠火电,其它可再生能源的开发利用受技术、投资等各种因素影响,在2020年以前对火电行业的优势地位不会有大的冲击。另外,节能减排将成为“十一五”期间火电行业的投资主题,也是电力行业新的发展契机。随着一系列政策的逐步落实,电力行业优胜劣汰的格局将加速出现,电力行业的准入门槛也将随之提高,落后的小煤电机组将关停并转,为火电行业的发展带来更多的机遇。从国家电力行业“十一五”发展规划显示,“十一五”期间,年平均新增装机容量6500万千瓦。火电行业按70%的比例计算,“十一五”期间火电年均新增装机容量保持在4550万千瓦左右;另外每年关停火电小机组500万千瓦以上,也即每年将有5050万千瓦以上的火电装机容量。平均按60万千瓦机组计算,至少每年将有75个机组投入使用。即每年火电磨煤机减速机的需求总量将维持在500台左右,市场总额3亿元以上。重齿公司按70%的市场占有率计算,每年工业总产值1.2亿元以上是完全可能的。
水力发电是目前最成熟的可再生能源发电技术,在目前国家强调节能降耗的大背景下,水力发电以其清洁能源的发电形式日益受到重视。截止到06年底,我国水电装机容量约1.29亿千瓦。国家电力行业“十一五”规划中提出,到2010年全国水电装机容量将达到1.9亿千瓦,2020年将达到3亿千瓦。同时在新的电力调度顺序上,水力发电也是和风力发电等新能源发电一起排在前面。从统计数据来看,我国水力资源丰富,在全球占首位,为水力发电提供的广阔的发展空间。目前,由于煤炭行业供需关系及成本推动的影响,使得煤炭价格一直在高位运行。同时未来火电行业的环保成本可能逐步上升,而水电企业的成本主要是折旧成本,变动成本非常少,使得水力发电的成本优势进一步得到体现。未来几年,长江流域、雅鲁藏布江流域和黄河流域的水电项目会越来越多,我公司每年水力电力减速机的产值可维持在3000万元。
⑹风电机械传动装置领域
风能作为一种清洁的可再生能源,越来越受到世界各国的重视。其蕴量巨大,全球的风能约为2.74×109MW,其中可利用的风能为2×109MW,比地球上可开发利用的水能总量还要大10倍。中国风能储量很大、分布面广,仅陆地上的风能储量约2.53亿KW。随着全球经济的发展,风能市场也迅速发展起来。近五年来,世界风能市场每年都以40%的速度增长。预计未来20~25年内,世界风能市场每年将递增25%。现在,风能发电成本已经下降到1980年的1/5。随着技术进步和环保事业的发展,风能发电在商业上将完全可以与燃煤发电竞争。
目前,我国的风电装机容量还不到全国电源的0.5%,根据我国能源发展规划,风电到2010年和2020年的发展目标分别为1500万KW、4000万KW。按此规划计算,从2006~2020年平均每年装机约190万KW,投资约152亿元人民币,其中购买风力发电机组的投资约95亿元人民币。
a.风电增速齿轮箱。公司将加大风电增速齿轮箱的技术投入,以大功率1兆瓦以上的齿轮箱的研制工作作为该业务发展的首要任务,并做好近海发电机组齿轮箱的技术准备。在风电齿轮箱市场开发上,应与主要的国内、国外风电机组制造商保持密切的战略合作伙伴关系。特别是已经成熟技术的产品领域,应争取进入国际风电机组制造商的全球采购链,成为世界级的风电机组齿轮箱品牌供应商。
预计公司在今后5年内风电齿轮箱的业务收入将保持35%以上的增长速度,到2010年在风电齿轮箱领域的工业总产值达20亿元。
b.与风力发电机组配套的偏航、变桨器的配套产品。该产品目前已达到月产400台的生产能力。主要为国内最具实力的风力发电设备制造企业——新疆金风公司提供配套,同时与德阳东汽、常州轨道、浙江华仪、上海电气、广东明阳、大庆汉维等多家企业,建立了良好的合作关系。产品涉及800KW、1.0MW、1.2MW、1.25MW、1.5MW、2MW、2.5MW等多个品种。
风力发电行业作为一种朝阳产业,正逐步走向国产化、批量化,市场前景广阔,具有强大的生命力。公司要抓住这难得的市场机遇,利用一到两年的时间,建成中国最大的风电偏航、变桨减速器研制基地,并且进入国际风电市场。预计在2010年可实现工业总产值3亿元。
⑺海洋工程领域
公司目前海洋工程齿轮箱和挖泥船用齿轮箱已成为新的增长点,2007年在手订单已达2000多万元。海洋工程装备实现规模化建造,产品档次和附加值不断提升。预计在2010年可实现工业总产值1亿元以上。
⑻核电机械传动装置
对于核电这个新兴的行业,目前已经与上海克莱德泵业有限公司等多家单位有了初步的接触。国家发改委披露,到2020年中国核电总量将达到4000万kW,而之前主要依赖进口的配套机要尽可能实现国产化,为公司在核电行业的市场开拓提供了很大的空间。核电用齿轮箱具有技术含量高,成立长能力强,产品附加值可观,有一定批量的特点,与公司的市场定位是完全一致的。如果我们能成功取代进口,核电行业将成为公司新的经济增长点。从国家电力行业“十一五”规划来看,核电将是今后能源重要的发展方向,因此,核电齿轮箱的发展前途将不限量。预计到2010年,达到0.3亿元左右的工业总产值是完全可能的。
⑼煤矿用机械传动装置
对于煤矿行业,我公司已进入多年,一直在探索更多的市场领域,目前做得最多的是提升机市场。在未来三年里再成功开发出3-4个主机厂是有可行的,工业产值将达到0.3亿元。
最近公司制造成功的连采机减速机,在太原首届国际煤机展览会上表现得风光无限,引来国内外众多厂家的高度关注。该市场表现出巨大的潜力,为我公司在拓展煤机市场方面翻开了新的一页。山西煤科院的目标是稳固占据国内市场,同时利用价格优势进军国际市场,特别是东南亚国家。根据他们的分析,该产品如果达到稳定需求的时候,一年的需求量大约在100台左右,如果我公司能长期保持与他们的良好合作,那么我们至少可保证每年0.6亿元左右的销售。
